HALLANDALE BEACH, Fla. -- Police have arrested a 36-year-old man who they said videotaped himself having sex with a handcuffed girl.

Matthew Kent Sheley was arrested Friday night and charged with one count of sexual performance by a child.

On the tape, police said, a girl, believed to be between 7 and 9 years old, can be seen engaging in sexual activity with Sheley. Police said that although Sheley's face is not seen on the tape, he was identified from distinct tattoos on his body.

Realtor Martin Halladey said he found the tape while cleaning an apartment that Sheley had recently moved out of. Halladey said Sheley left a few things in the pantry and was cleaning it out when he found three tapes behind some boxes of food. He took them home and played one on his VCR.

"You see him putting the cuffs on her and then there's a shot away and it looks like a silk scarf, handcuffs and a blindfold and he gets her to lay down," Halladey said. "It's graphic stuff."

Halladey said the girl on the video appeared "trusting" and "not afraid."

"You can tell there was a relationship there," Halladey said. "I think you'll find, if you find this child, that this is somebody that the family of the child would know Sheley."

Police are searching for the girl on the tape, which is about five years old. Police said the girl has a distinct brown kidney-shaped birthmark on her left forearm.

Sheley was arrested at his home on Lincoln Street, where neighbors said he was living with a 17-year-old girl. Police said they confiscated hundreds of possibly incriminating, homemade tapes inside.

Police said Sheley has been transient in South Florida for at least 10 years and lived in at least three other Broward County addresses during that time.

Police said there was at least one other victim and that there might be more.

Sheley is also charged with 11 counts of possession of child pornography. He was being held on $110,000 bond.
