Truth Test: Attack Ad Targets Raul Martinez

MIAMI -- The popular primetime television game show, “Wheel of Fortune,” is now the theme of a new attack ad against candidate for congress Raul Martinez.
It repeats the questions raised in previous ads about the character of the former Hialeah mayor.
“It’s time for Raul Martinez’s Wheel of Corruption,” says the announcer, as a cartoon version of a roulette wheel spins. “Another Spin, another Scandal.”
Yet the spot outlines the same scandal that is the recurring theme of the negative ads against Martinez, his 1990’s federal trial on racketeering and corruption charges.
Martinez, as mayor of Hialeah, was accused of taking bribes from real estate developers in return for zoning favors. Though a jury initially convicted him, the conviction was overturned on appeal. In two retrials, juries acquitted Martinez on one charge and could not come to agreements on the others. The judge declared mistrials. Martinez is considered legally innocent.
The ad asserts that Martinez took “$1.2 million taxpayer dollars for himself after battling federal corruption charges." However, the Hialeah City Council was the entity that voted to grant the then-mayor legal fees, back pay and interest after his acquittal. Legally, he was entitled to it.
At one point, Martinez’s picture is shown next to words that read “Washington is corrupt enough." But the announcer does not mention that incumbent U.S. Rep. Lincoln Diaz Balart has been representing South Florida’s District 21 in Washington for 15 years.
The congressman’s campaign is not responsible for the “Wheel of Corruption” ad. The 30-spot was produced and paid for by The National Republican Congressional Committee, a 527 political action committee. Such committees are not bound by the election laws that govern candidate's campaigns. The stated mission of the NRCC is to increase Republican presence the U.S. House of Representatives.
