SURFSIDE, Fla. -- In a Local 10 exclusive, a man who says two Surfside police officers planned to plant drugs explained the details of his shocking allegation to reporter Michael Putney.
That man now has a 24-hour police bodyguard, a sign of just how seriously police are taking his allegation.
Jay Senter said, "When you're a target, you're a target. What can I say."
Two officers were suspended after Senter, their alleged victim, said that the officers planned to plant cocaine in his car.
Senter is a civic activist who tangled with Sgt. John Davis after he rousted a French couple for renting homes in Surfside to vacationers. The couple was cited for numerous code violations and fined hundreds of thousands of dollars.
Since then, Putney said that Senter has bombarded city officials with memos alleging inappropriate behavior by Davis and other officers.
According to the allegation that led to the suspensions, Davis, who is head of the department's police union, was overheard planning to plant the drugs, apparently in retaliation for Senter's reporting of another officer to the FBI regarding the code violations case. Officer Woody Brooks is the second officer suspended in connection with the allegation.
When Putney asked, the police chief's assistant would not confirm or deny that the officers had been suspended. Senter said the town manager told him about the suspensions.
When Putney tried to get a comment from the town manager and police chief, he was told that the chief would not comment because it is an ongoing investigation and that the town manager was not available.
But Putney said one elected Surfside official -- who did not want to be named -- was willing to comment. Putney said that the official told him: "I wouldn't be surprised if Sgt. Davis is going after political enemies … He's been running the police department like a Nazi hit squad."
Senter said his only motivation was to help the town he lives in.
"All I wanted to do was make this a good place to live like it was before," he said.
Putney also tried to reach Davis to get his side of the story, but Davis has not returned his calls.
In another twist, Surfside Vice Mayor Howard Weinberg told Putney that the same officers were also plotting against him. Weinberg said that he stops by the Flanagan's in Surfside several nights a week to talk with constituents. He said that he was told that Davis and Brooks planned to stop him leaving Flanagan's and charge him with drunk driving. He said they planned to release dash-cam video to the news media to try to embarrass him.
But the alleged plan was never carried out -- and Putney says if it had been, the charges wouldn't have stuck because Weinberg drinks only iced tea.
